BRANCH ASSISTANT – GIS SUPPORT (BA-QEGG / BA-QEGI / BA-QEGS)

 

The Branch Assistant – GIS Support integrates geospatial data management information with the Everbridge Mass Notification System.

This position requires expertise in GIS principles and the Everbridge Mass Notification System. The Branch Assistant will contribute to the Auxiliary’s emergency communication policy and serve as a knowledgeable resource, ensuring the application of cutting-edge technologies and methodologies for effective response and preparedness. The specific responsibilities may evolve based on the dynamic needs of the Auxiliary and the Everbridge team.

The Branch Assistant  assists, represents, and acts on behalf of the Branch Chief when required.

Specific Duties and Responsibilities:

  • Analyze GIS data to support incident management and the Everbridge Mass Notification System, ensuring accurate decision-making and personnel accountability following emergency incidents.
  • Collaborate with personnel to ensure acknowledgment of Everbridge notifications, fostering a culture of accountability during emergencies.
  • Interrogate and manipulate spatial data features, including referential datasets and features, during confirmation for safety and accountability, enhancing data accuracy.
  • Create and update geospatial and related attribute data, ensuring compliance with DHS and USCG GeoSpatial Management Office (GMO) security standards.
  • Apply technical proficiencies, such as ALOHA within FEMA’s CAMEO Software Suite, for in-depth incident analysis within the context of the Everbridge system, enhancing the precision of emergency response strategies.
  • Create cartographic maps, reports, and communication tools to support contingency planning and force readiness and contribute to comprehensive situational awareness.
  • Collaborate with others to meet project goals, expanding GIS missions throughout Team Coast Guard.
  • Visually project streaming real-time data during emergency notification and alerting, utilizing dynamic, real-time data for enhanced decision-making.
  • Collaborate with others to expand missions throughout Team Coast Guard, where GIS may be applied, fostering a holistic approach to emergency response.
  • Provide technical assistance and training on geospatial software, geographical, cartographic, and other geospatial science applied mission uses, ensuring a proficient user base.
  • Engage in Everbridge University training for continuous learning.
  • Collaborate to develop training materials, supporting a highly skilled and informed team.
  • Assist training officers with curriculum development to support Field Observers who may be utilized during the personnel accountability phase after an event.
  • Prepare ad hoc reports recommendations and perform other duties assigned by BC-QEG

 

Skills required:

  • Common location reference systems, including United States National Grid (USNG), latitude/longitude, and other appropriate location languages.
  • Proficiency in creating reference, thematic, and categorical maps using GIS software and presenting information and recommendations to higher-level officials and stakeholders.
  • Ability to manage datasets with different projections and create GIS products.
  • Proficient in preparing and editing GIS data and boundaries, manipulating attribute tables, and analyzing raster-based data.
  • Ability to query map information based on attributes or location of features and generate reports from GIS data.
  • Demonstrated competence in GIS operations during operational incidents, ensuring standard data file structures.
  • Completion of GIS industry-standard certification program or equivalent, preferably the NIMS Performance Task Books (PTB) for GIS Analysts and Specialists.
  • Maintenance of currency in using and applying the latest GIS technology and certifications in the industry.
  • Knowledge of the USCG & Auxiliary organization structure, programs, administration, and operations at the Dept of Homeland Security, Headquarters, Area, District, and Sector levels.


Preferred Qualifications: Bachelor’s degree or equivalent academic certificate in Geography, GIS, Geospatial Science, Emergency Management, or a related field. Minimum of one year of experience in GIS analysis and management. Strong proficiency in GIS software, particularly ESRI products or QGIS (open-source software). Familiarity with the Everbridge Mass Notification System and certification is highly desirable. Practical communication skills and the ability to collaborate with diverse teams. Strong organizational and problem-solving skills, especially in emergency response scenarios. Willingness to participate in ongoing training and professional development activities.
