Branch Assistant– Foundational Learning (Operations & Curriculum Development)

Reports to: Division Chief – Foundational Learning (DVC-TD)

Overall Responsibility: The Branch Assistant – Foundational  Learning Development (Operations & Curriculum Development) will work with the BC-TDO to develop training programs and courseware to support the training needs of all Coast Guard Auxiliary directorates. The BA-TDO, through the BC-TDO, will work with internal and external training stakeholders to, create training materials, implement eLearning initiatives, and evaluate established training methods to validate alignment with desired training outcomes. The BA-TDO will ensure that training programs reflect current U.S. Coast Guard and Coast Guard Auxiliary policies, procedures, and practices and that they meet the requirements of the target audience served by the training.

Term of Office: Appointment starts and expires with the term of the National Director, the appointing leader, with the approval of the National Commodore (NACO)

Number of Terms Authorized: Unlimited

Key Areas of Responsibility:

  • Consult and collaborate with training stakeholders and BC-TDO to determine the instructional content, training strategies, and delivery methods of Auxiliary training programs and courses.
  • Develop instructional content, assessment items, and packaged courseware to support Auxiliary programs and missions.
  • Provide leadership and share knowledge to support division
  • Partner with other Foundational Learning (TD) division branches and Training Directorate (T-DIR) personnel to advance division and directorate initiatives.
  • Provide reports to the BC-TDO and DVC-TD as required Other areas of responsibility and duties as determined by the National Director of Training (T-DIR) or the Division Chief – Foundational Learning (DVC-TD).

  • Excellent verbal and written communication skills
  • Strong organizational and interpersonal skills
  • Ability to work with Auxiliary and Active Duty personnel
  • Knowledge of instructional design, program evaluation, and adult learning theory
  • Ability to manage multiple projects simultaneously, from concept to delivery
  • Proficient with common courseware development tools (Captivate, Lectora, etc.).
  • Knowledge of Learning Management Systems (MOODLE, Blackboard, etc.).

Interfaces with: Regularly interfaces with other members of the Branch, Division, Directorate, and internal and external training stakeholders.

Qualifications:

  • Must, by the date of nomination, submit to the appointing leader or onboarding officer a resume (electronic or paper) and a National Staff Application (ANSC 7062 submitted on paper or electronically).
  • Must, by the date assuming office, submit to the appointing leader or onboarding officer a notarized original Copyright Form (ANSC7063).
  • Must, by the date of assuming office, pass a review and comment opportunity from the applicant’s District Commodore (DCO) initiated by the onboarding officer.
  • Must by date of nomination, have completed the requirements for Introduction to Risk Management [reference: 16790/AUX-PL-001(A), BSX Policy Letter 19-01 dated 1 February 2019] Microsoft Word – BSX RM-TCT Policy Letter FINAL (uscgaux.info)
  • Must, by the date of nomination, have completed the requirements to obtain the IT designation, an Auxiliary Instructor.
  • Must, by the date of nomination, have completed the requirements to be a MOODLE Instructor.
  • Must, by the date of nomination, hold (current or past) an Auxiliary leadership position as an elected or staff officer or profession/military experience commensurate with the position
  • Must, by the date assuming office, have completed at least one full year of membership.
  • Meet USCG Auxiliary grooming and uniform standards when in uniform

Training (Recommended)

  • It is recommended, by the date assuming office, that BC-TDO complete the Basic Qualification Course (BQC II). If not completed before the date of assuming office (preferred) then completed as soon as possible during their tenure.
  • It is recommended, by the date assuming office, that the BC-TDO complete AUXOP. If not completed before the date of assuming office (preferred) then completed as soon as possible during their tenure.
  • National Staff Officers Guide. If not completed before the date of assuming office (preferred) then completed as soon as possible during their tenure.
